The Mizoram State Compensatory Afforestation Fund Management and Planning Authority (Mizoram CAMPA) is the statutory body constituted by the Government of Mizoram under Section 10 of the Compensatory Afforestation Fund Act, 2016, vide Notification No. B.11021/9/2015-FST dated 7th December 2018.

Its purpose is to receive, manage and utilise the money collected from user agencies whenever forest land is diverted for non-forest purposes under the Forest (Conservation) Act, 1980. The money is then used for Compensatory Afforestation, Additional and Penal Compensatory Afforestation, Net Present Value (NPV), Catchment-Area Treatment and Related Charges which is credited to the interest-bearing, non-lapsable State Compensatory Afforestation Fund in the Public Account of Mizoram.

90% of the collections flow to the State Fund and 10% remain with the National Authority.

Institutional structure

Mizoram CAMPA functions through three bodies prescribed by the CAF Act:

Governing Body — chaired by the Hon’ble Chief Minister; lays down policy and reviews overall performance.

Steering Committee — chaired by the Chief Secretary; scrutinises and recommends the Annual Plan of Operations (APO) and monitors fund utilisation.

Executive Committee — chaired by the Principal Chief Conservator of Forests & Head of Forest Force, with the Chief Executive Officer, CAMPA as Member-Secretary, prepares the APO, implements approved works, maintains accounts and places information in the public domain.
